You're not gonna get rejected. When you're getting your permit just answer their questions truthfully, there is no reason to worry.

You can apply from the UAE but you need to stay there until your application is processed and your passport is returned. I suggest applying from India as the processing time for the UAE is TWICE as long as the processing time for India.

Print out your introduction letter. You will get the permit at the airport in your final destination. Show them the visa in your passport and the introduction letter and they will give you your permit.

To everyone here who is planning on going to University/College in Canada next year, apply ASAP. Literally do it the moment you get your admission offer. Delays are a nightmare to deal with.
