There is an email address for ATIP department mentioned on IRCC. A person can only submit a request. However, there is hardly any reply or acknowledgement (as per my experience).

Good News is that the processing time has reduced, its no longer 27 months. Bad News is that processing time is now 26 months .

If the background check is completed, that means fingerprints are not required. Fingerprints are a part of criminality section of the background check (other being security). If background check is completed, that means its done. Regards

ECAS is only for paper applicants. Online applicants can only use the portal/tracker. Regards
