This is an exaggeration. We literally just finished the process, mailing on Feb 28 and receiving the passport&certificate back on March 30. There's certainly some risk in mailing it but I think saying "NEVER" do it is overstating the risk.

I think you misunderstand - they want to reserve these appointments for people going to things like weddings and funerals. They aren't for people who are just like "I need go to down to Cabo for a week on vacation".
