Sorry let me re-words it differently. IRCC is going to accept 15k applications from from the 24,200 invitations sent out this year. 24200 - 15000 = 9200. So in this 9200 applications, it can't be all 9200 applications disqualified because their are not meeting the requirements. My question is...

Welp ! I thought IRCC was going to sent out 28,500 invitations for 2023 as mentioned in their 2023-2025 Immigration Levels Plan. But 24,200 invitations for 2023 is also good, at least it's already more than 2022 (23,100 invitations). Just dont know how long it will take to clear all 132,213 Sigh !

That's is correct. CIC wont have ability to see the applicant's eligibility until all forms are submitted. However, on one of the form they will ask you to grant them your authorization so they can access your incomes from CRA department. Of course you can deny giving them their access, then...

If that the case, then I think the pool might shrink significantly every year, cuz they will keep adding more years to be qualified for sponsor's incomes or at least it's my wishful thinking.
