Whether you show it as a foreign work experience or not if you have lived in a country for more than 6 months after you turned 18 you need the PCC from that country dated after the last day you lived in that country for past countries and less than 6 months old (at the time of eAPR application)...

WES sends you the original Hard stamped copy of your ECA report (apart from the mail copy). This International courier (If you are outside Canada) is charge for that. Something like paid return envelop from DHL/Blue Dart that we can purchase for passport returns etc.
