No, it's not compulsory. You can renew it 2-3 month before as well. I just applied for renewal before 1 week of my passport expiry date as I didn't have any upcoming travel plans. So, if you are not in rush and sure about your travel plan...you can renew it anytime before expiry.

Does your passport is going to expire in 3 months? Usually in that case BOWP is approved for a short period. If that's the case you need to renew your passport. Had the same situation, and applied for BOWP twice.
