Basically copr expire date means you need to land in Canada by that date. If you are inland applicant and now going through by virtual landing, it doesn’t really matter about the date. Once your PR card been produced it will have the expiry date for the pr card.

seems like Etobicoke is issuing ecopr for those who have a COPR expiration date of Jul or early Aug 2024.

That's normal. They are outland and quicker than the virtual landing process due to the virtual Landing backlog, If your application is processing in Montreal VO, seems like they are processing those applicants who have copr expiry date in May 2024. You will get it.

But they still slowly issuing ecoprs everyday. True, depends on which stream/program applications are, maybe some of them reached the quota for 2023
