Called on Mar 24 and the IRCC agent said eligibility has not started, bg check first part is passed. Tracker was updated on Mar 27, eligibility changed from 'not started' to 'in progress' while bg check is still 'not started' in the tracker No update/ GU ever since.

I have friends who are in Vancouver also getting portal emails from Etobicoke, seemingly not only Ontario applicants. BTW, does anyone know if a GU is something that must happen? If I have never gotten any GU, does that mean I am nowhere near the approval point?
