@klein, oh 100% agreed that they can come up with better alternates. I just meant that the current CoPR letter might not be enough, but they can easily make it just like an eTA to make lives easier for everyone. It's just a matter of why they don't do any of it?

I think they can't make it a travel document since airlines can't verify a printout of a letter - they probably want something officially stamped on your passport (which is much harder to scam than a letter printout). Just for timelines purposes, I submitted a walk-in application at BLS Brampton on 25 July. I got my PPC today on 27 August. So it took just a couple of days over a month.

I had the same issue with Indian PCC application. I just took the image and glue to the counter, the lady just took the picture. If not, you can paste it on portrait. The print layout for the form is not very well adjusted.
