You dont need photo approval to download your ECOPR. If you scroll down the page where it says declaration: 'check'. Mailing address : 'check", photo : 'in review", you can see an option to download the ECOPR.

Congratulations !! You can download your ECOPR after they acknowledge your 'in Canada' declaration in the PR portal. Mine was available the next day. Photo approval is needed for mailing the PR card. Good Luck and welcome to Canada :)
