We were able to link the application once the PA received the confirmation letter that his OWP was accepted. There was a letter attached with the OWP app number. So at that point, it was kind of pointless to link the application since we already knew it was approved.

I might be wrong (correct me here anyone), but I believe you still have to officially withdraw your first application even if you don't have an AOR. But again, I'm not aware of procedure to withdraw an application when there's no AOR!
