    I'd run as fast as I could away from that lawyer, but maybe someone else knows if that is legal/legit (doesn't sound like it to me). Why not just apply outland and stay with your family there until approval? You'll have to show proof of intent to return, but it shouldn't be too difficult.

    Your partner is the one being sponsored right? If so then yes, he should include his brother on this form. And his parents. I know these forms can be quite complicated to fill out. Ask as many questions as you like. Better to ask than assume.
