He is a British citizen and holds a British passport. I just called IRCC and entered his application number beginning with V and it said there is a 58 day wait for a temporary visitor visa. But we haven’t applied for that. I just don’t understand.

No nothing in the past other than having lived in Turkey as born there. Completed military service there which is routine. Have been stopped at airport on arrival and departure because they are looking for someone with the same name.
