dude, I don't know. It does not matter who receives it. The receiver would most likely be someone from mail room, not a processing officer. What matters is who processes it.

They did see the explanation. In the returned application, The first page was the letter I took photo of telling me why my application was rejected and the 2nd page was the explanation letter that I had provided.

When was your application received by CIC. May be I should wait a bit to know how other filled whose application was accepted. They generated this response on Nov 20th & I received the letter today on Nov 28th. 8 days wasted.
