IELTS Is required for his next studies or not

means he is eligible foe September 2018, his sp expired in july2018 and course completed in April2018

I mean to say he completed his studies in April 2018, then he take his next study in September 2018 I'd there any problem

My friend start his studies in September 2017 . He just want to know that he is enrolled in one year course, after one year he would like to extend their study permit. When he will start his next study in September 2018 or may 2018. Drop after completion of one year study is eligible or not.
