That is not correct, unless the biometrics were talen for a previous PR application. Biometrics for a Temporary reisdence application cannot be re-used for a PR application. However, the opposite is possible. Biometrics taken for PR applications can be used for TR applications.

The OWP with an inland app isn't a bridging permit. If you applied 4-5 months ago, you should have received it by now. You can change jobs. The issue will be that while on Implied Status, you will have an expired SIN. A new employer may not want to hire you because of that.
