My South African friend was apparently sent an invoice for a Travel Permit Certificate by IRCC in the sum of 1,850 Canadian Dollars. I cannot see that this is part of the required documentation and very much suspect a scam. Are you able to confirm this, please?

The IRCC regulations state that the amount of money needed to emigrate to Canada must not include funds borrowed from another person. But what if the lender were to advise the IRCC that it would be in order to use the funds once the recipient arrived in Canada?
