PCC's lost in the mail aren't considered lost until 4 weeks for international delivery, due to customs. So hopefully it shows up in 2 more days.

The FBI got my application on October 29. They charged my credit card on February 22. They mailed the certificate on February 24. Three weeks later and it still hasn't arrived to my Canadian address.
