I got a lot of ghost updates but it stopped and have not heard anything since the 26th of Oct. Are the Pre-arrival and the COPR done in the applicant's visa office or is it done in Canada? I do not know what to think

I still do not see an update for eligibility and background. Would that need to change and then I receive the COPR or could all three happen at the same time?
