The e-mail mentions that documents should be received by "CPC-Ottawa office", so I figured the primary VO is Ottawa. No other city/place is mentioned. Hope it helps :)

I got my ITA in the November 23 draw, but under FSW not CEC. I got the update (medical and BIL) both on February 27, and my UCI changed the following day. I hope the officers will consider you unde FSW and that this glitch doesn't delay your application too much :)

GCKey shows the same message since the beginning "we are reviewing whether you meet the eligibility requirements" and "we are processing your background check".
