OP will not be in implied status since his WP is valid for another 14 months and BOWP can be applied if his WP is due to expire in less than 4 months and PR application is already submitted.

keep calling cic even after they cant connect you call right back..sometimes you will get hold of them then press 1131 to go to PR status. Did you order GCMS notes? it might be a good idea in your case to see whats the hold up for. good luck
