Super Visa IRCC weired reaction

This is my brother case, thanks for your inputs & advises///

I applied for my mother under the super visa program, the plan was she will be accompanied by my brother as she undergone knee surgery a few months ago. the application was online, they live in Saudi Arabia.
We got a rejection on 14 January due to 2 reasons:
- Travel History
- Insufficient ties to the country of residence...

I included an invitation letter from me & my husband + employment letter from my brother in Saudi. They sent me on 17 December asking for medical, insurance & my NOA & husband. They gave us till 17 January 2019 to submit.
Surprisingly, I got yesterday 14 January a letter form IRCC confirming they are eligible due to the reasons I mentioned above.! How come they progress to ask for medical, insurance & NOA but then after a month refuses the application.

Though I mentioned in my invitation letter that I will be taking care fully of there stay & expenses, What should I do

my question to experts:
1. Can I ask for GCMS to apply for reconsideration
2. How long I have to apply for reconsider.
3. What is the reason IRCC ask for med + Insurance + NOA, but after a month they rejected the application?

BTW: My Brother (Above case) was in Canada for 3 years now with PR & his wife as well.

Contrary to what you might think, there was nothing weird about IRCC's requests in your mom's case.

I included an invitation letter from me & my husband + employment letter from my brother in Saudi. They sent me on 17 December asking for medical, insurance & my NOA & husband.

This is a standard, mandatory requirement for super visas. In fact, you were expected to submit evidence that you meet LICO with/without your husband's income + proof of medical insurance of minimum CAD 100,000.... along with your mom's super visa application, not later when requested by IRCC.

Nonetheless, the visa office gave another opportunity to your mom by requesting for these mandatory documents.

Also, medicals are mandatory for super visas. The onus is on the host to prove that s/he can financially support her/his parents' super visa stay + that the parent is not likely to become a burden on healthcare services.

IRCC can refuse a visa application at any stage, even after passport request.

Stating that you will take care of your mom's expenses is different from proving that you meet LICO to take care of your mom's expenses for a long stay.

You can order GCMS notes. This would take up to 30 days to get.

GCMS notes would help you to understand the refusal reasons before your mom reapplies, not for a reconsideration.

2. How long I have to apply for reconsider.

Reconsideration is different from reapplying. Which one are you referring to? You can apply for either at any time.

Like stated earlier, IRCC can refuse an applicant anytime, at any stage. Even if someone gets a visa, s/he can be denied entry by CBSA at the POE. So, nothing is guaranteed
