It isn't. You ONLY become a PR when you are virtually landed (eCoPR) or land at the airport/border visit in Canada using your CoPR. If you are in-land, you'll be issued an eCoPR.
The distinction matters here in terms of when you become a PR. If you haven't received a portal 1 or portal 2 yet, you are still a little closer, but not PR yet.
Once you get portal 1, portal 2, submit them and receive your eCoPR - that's only when you become a PR here in Canada.
Side note that a lot seem to miss here - We've seen a very small number of applications receive PFL post portal 2 as misrep was identified post portal 2. This is just to show that portal 1, portal 2, etc don't imply becoming a PR.
^This is no different from an outland applicant not becoming a PR when they have an CoPR but is yet to land here in Canada. PR status is only assigned after eCoPR or physically landing at the Canadian border and completing your eligibility.
