How does AOR/SOWP/ability to wait for PR in Canada work with the Quebec sponsorship cap?

I'm a US citizen who would be applying for sponsorship on basis of marriage to a Canadian citizen living in Quebec.

I have looked at the IRCC and Quebec websites and I just don't think I understand what the sponsorship cap means in practice.

If the cap at the time the application is submitted has already been met and will not reopen until June 2026... what are the options? Can you apply for AOR and SOWP to stay in Quebec (and ideally work) even if the Quebec sponsorship cap has already been met and therefore your PR application is not yet being processed by Quebec? I'm just confused.

I see people talking about coming Canada on a visitor visa, applying for a visitor record and disclosing intention to apply for sponsorship, and 'visiting' partner for long period of time while sponsorship application works its way through the PR process. But I really don't understand what the options are for Quebec with the cap in place.

It is a yearly cap so after your apply/get approved you essentially get into a long queue. Every year Quebec accepts a certain amount of applicants and once the quota has been reached applications in queue move to the next year and that keeps going year until your application is approved. Yes you can apply for SOWP after AOR.
