Again... Front-End Security Screening

Hello everyone.. I hope that you are all doing well..

I submitted my refugee claim almost 18 months ago. My file was referred to IRB in October 2023. IRB advised that my case was eligible for the file review process and asked me to submit my evidence for a possible determination without a hearing (less complex process), which I did by end of May 2024.

My case is still pending the completion of the front-end security screening (more than 15 months since it was referred to IRB).

I've called IRB 4-5 times over the past few months. Every time I would be given the same response: No update, we (IRB) are still waiting for the completion of the front-end security screening. One IRB officer suggested that I send a webform to IRCC in an attempt to push things.. I did. IRCC replied to me confirming that my file is still in process.

IRB told me several times that taking such a long time for the front-end security screening has been actually quite normal, taking into account the huge backlog of refugee claims (273,000 refugee claims by pending determination by IRB by the end of 2024).

I have a job.. I'm trying to further develop my skill sets.. I've obtained a Canadian professional qualification related to my career.. I have filed my 2023 tax returns..
I'm trying on my end to do everything in the right way.. I have been visiting this forum less frequently because I really try to stay positive, not comparing my timeline with others'...

I am living safely here in Canada, but it is my family that I am worried about. They are living in another country, but they may be forced to go back to home country if they lose their temporary status there.

I have an immigration consultant. Last time I contacted him was maybe over 3 months ago, he says that he cannot do anything.

Is it true?


I came on a visitor visa to Canada. There should have been some sort of a security screening before I was granted the visitor visa? Prior to moving to Canada, I have lived for over 25 years in a country which has good ties with Canada (a GCC country). All this time I have never been to a police station, nor have I been involved in anything wrong.

Are there refugee claimants like me whose cases are stuck pending

Is there anything that I can do to get the front-end security screening to be completed?

Should I continue to call IRB on a weekly basis?
Should I continue to send a webform to IRCC like on a monthly basis?

Can I contact CBSA or any other security-related organization to try to get an update?

Please advise.

Hey bro, its been a while. Request status via ATIP through CBSA as requesting information Agency. No IRB or IRCC should be able to help on this since Security screening is conducted by the Canada Border Services Agency (CBSA) in partnership with the (CSIS). The CBSA is responsible for informing the IRB that security screening has been completed. The IRB never receives the actual security screening report, only a confirmation that it has been completed.

Hey bro, its been a while. Request status via ATIP through CBSA as requesting information Agency. Security screening for visitors are pretty minimal compared to asylum seekers. Would assume there is more screening these days due to some huge oversights. In reality you arrive at the same time as many others did who are claiming asylum and the system is just completed overwhelmed.

The crazy thing is that there are cases which are processed hassle-free within 8-10 months, while there are other cases (actually the majority) taking such a long time.

The same thing applies for front-end security screening, for some cases it takes only 2-4 months, for others (like mine) it is taking ages.... Maybe it is about luck, maybe it is some unforeseen factors, but it is a fact that Canada is dealing with an unprecedented backlog of claims.

Much harder to do some security screenings than others and cooperation from countries varies. Very few cases are being processed within 4-8 months these days because of the backlogs. The majority of applications are in line for processing and nothing is being done to them. The largest part of the process is waiting while nothing happens to your file. Unless there are major reforms to the system people will be waiting many years for a hearing. All you can do is wait.

Yes.. I submitted the ATIP request and chose CBSA to receive a response from. 25 days later, I received a 35-page report detailing all the steps that I did and associated reports/submissions. The report showed that steps still pending:

Security: in progress
HIRV: in progress
Criminality: Passed
Org Crime: in progress
Medical: Passed

I called IRB 2-3 times since February, it is still the same response: IRB is still waiting for completion of the Front-End Security Screening.

Like Canuck78 said, there is nothing to do but wait.

My point was specifically this: I am from a country and was living in a 3rd country. My FESS is still not completed after more than 21 months.

There is another guy that I personally know. He is from my country and he was living in the same 3rd country that I have lived in. His case took only 8 months for the whole process (submitting the BOC until receiving the positive decision, including the completion of FESS).

Anyways... this is not something new.. It has been always like this.. "The Rule Is That There Is No Rule."

I have been patiently waiting and will continue to wait. Unfortunately, I have no other option.

Thank you for your reply and sharing this information.
Just to let you feel that i’m still waiting as my status as i told you same as yours:
Claim: August 2023
medical approved: August 2023
Work permit received: September 2023
I didn’t receive my brown paper only after i contacted the IRCC that i’m late for receiving
IRB referrals and Brown paper received: January 2024 (lost 5 month for nothing…)
Less complex case evidence submitted: February 2024
Until now nothing back from them and waiting for FESS to be completed.
