refusal of spousal open work permit

Hi, we lodged last March 20 and got a result today April 15, 2025. I applied SP and got approved while my common-law partner got refused. Grounds of refusal are as follows:

> The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application.
> You have provided insufficient, third-party, credible and verifiable proofs of conjugal relations for a period of of at least year.

We had life insurance having each other as beneficiaries, joint bank account, ID with same address, photographs, certificate of residency, statutory, and contract of lease.

Can you help us, what do you think is missing?
If we re-apply, can I still start this coming June intake?

1. Since a student, then you are in a Masters or PhD program for spouse to be eligible. You need to come to Canada and start your studies.
2. Were you common law by living together one year, continuously? Did the documents prove minimum of one year? IRCC doesn’t believe it.

Get a good immigration lawyer to prove common law.
