No contract with the agent for a study permit?

I'm looking for an agent to apply high school study permit for my son, it's the first time for him to study abroad. I've got in touch with two agents while none of them would sign contract. is it normal?

Why do you need an immigration consultant? So find an agent who will sign a contract with you. Bring to the appointment, admission to the Canadian school with tuition fees paid, Canadian guardian forms signed, cash in the bank, medical if required. If going to a private school then school should be able to help you with study permit application.

Thank you for your kind response. I just want to find a reliable agent but not insist of immigration consultant. Study permit for high school is easier than others in my thought.

An immigration consultant is an agent. Does child have admissions to a private or public school? And can they provide Canadian guardian or refer you?

He has admission to a public school, I choosed a homestay company which will provide custodianship for him.
