Can my Cousin（LONELY CANADIAN）sponsor his adult Cousin？

Hello, Under the Lonely Canadian pathway can a citizen qualify for sponsorship of his cousin if he has no immediate family members currently residing in Canada . He has siblings, uncles and aunties but they are overseas and do not reside in Canada. He would however like to sponsor just his cousin. Does he qualify ?
