Family Class Spousal Sponsorship: Can a Canadian citizen who is a resident of Quebec sponsor his spouse to live outside

I have a question on family class spousal sponsorship.
Quebec processing time for PR is 35 months while outside Quebec is 11 months.

In a situation where the Sponsor is a Canadian citizen and a resident of Quebec, can Principal applicant choose to live outside Quebec and put it on the application form there by using the 11 months processing times even though the husband who is the sponsor is a resident of Quebec?
In the IRCC website they asked a question, “where will you be living?” Can the principal applicant put Outside Quebec?

I want to live, School and work in Ontario after I receive my PR and also do my medicals in Ontario.
I have 3 minor kids and they have all been granted Canadian citizenship. My kids and I live Outland.
I have searched this on google and still can’t find answers, all the pros on this forum, kindly share your opinions, thanks

From my understanding, when your spouse applies to be a sponsor, as they live in Quebec, they will be "marked" as a Quebec resident, so it will follow the Quebec process. IRCC is assuming that if you sponsor your spouse to come live in Canada, they will go live with you and not in another province.
Is your spouse planning on living with you in Ontario? If so, you might want to wait until they are in Ontario so they can apply to be a sponsor in Ontario.
