Quebec Skilled Worker Selection Program vs PNP EE

Hi all,

I obtained PR in April 2018 via EE PNP (Ontario) and landed in Toronto (ON) in August 2018.
After landing in Toronto, we moved to Quebec immediately where we lived and worked during 1 year.

After only 1 year in Canada, I had to move back to my country of origin and I never returned to Canada.
As I did not fulfill the PR conditions (living there for 2y out of 5), I eventually lost my PR.

Today, 7 years later, we would like to apply for PR with our family of 4.
I will be using my French+EN skills, work experience, studies and age to claim points.

I see 2 possibilities for receiving PR:
  1. either through EE PNP (again) or
  2. via the PSTQ - Skilled Worker Selection Program.
Do you think that the EE PNP (Ontario) option could be risky given my previous PR (applied under PNP Ontario but directly moved to QC)?
Also, are there huge differences in waiting times between the 2? I understand that for the PTSQ the invitations to apply for permanent selection are suspended until June 30th... Does this happen with the EE as well (Nomination Ontario)?

Finally, given the context; would it be wiser to go for the PSTQ or rather the EE via PNP?

How did you lose PR?
I actually renounced my PR status as I did not meet the condition where I lived in Canada for 2 years over a 5 years time period. I wanted to avoid any issues when later on I wanted to travel to Canada or maybe re-apply for PR

“The fact that you were selected and, as soon as you arrived in Ontario, immediately moved to Quebec violates the rules of the program. You will have a very difficult time getting your documentation approved. Even if you meet the requirements and receive an invitation in a draw, your application will probably be rejected because of your record. You haven't fulfilled your obligations to the program or your PR status. In fact, even if you had stayed in Canada and met the minimum residency requirement of two years, your status would not have been renewed.”

The fact that you didn’t attempt to settle outside Ontario the first time may make getting PR via a non-Quebec stream much harder this time. Also given your previous Quebec stay applying to a PR program outside Quebec again and moving to Quebec right after landing would highlight your attempt to avoid the Quebec streams while knowing you intend to settle in Quebec. Apply to a Quebec specific program if you plan on settling in Quebec right away or you could run into issues soon after landing or potentially when you apply for citizenship.
