You don’t ignore medical surveillance if it is required. IRCC phone line gives out incorrect information .I somehow find this forum helpful, sharing is caring, here’s my timeline:
Medical: upfront
Applied: Feb 12 2025 (IRCC Portal)
Biometrics collection letter: Feb 13 2025
Biometrics done and received: Feb 21 2025
Medical passed: Mar 5 2025
Tracker changed to background and eligibility check in progress, so does portal
BVL: Mar 16 2025
Portal changes to Final Decision Mar 17 2025 in progress, tracker remains silent, tracker documentation is blank

In my case I guess worth to mention I did not provide any property or income proof for my mom as I claim to sponsor fully, provided 3 months bank statement showing salary for my dad; both their passport are blanks; I read from this forum that if BVL received obviously a decision has made, some said it is queued for either PPR or rejection letter, depending on if tracker has Visa number pre-popped under documentation. Being honest by reading this I thought my parents are both rejected until I received passport request, I think this is 99% approval unless they do want to stamp a denial for 5 years. I guess I will be worried until I really see the super visa stamped but not as much as yesterday. Another thing I did get confused is that medical surveillance undertaking, it says they will have to report to a local health authority within 30 days arrival in Canada, I checked on IRCC it says if a broader agent request you to do so just disregard (yes, this is quoted from official IRCC), but anyways I will do more investigation after they actually got the Visa stamped.
I guess my real take-away is BVL to PPR is not a guarantee, and no records in tracker after BVL is neither a guarantee to rejection, so I’d like to share this and say “stay cool guys and good luck”.

No update on the tracker yet.
Not uncommon for processing to take many months. Many variables that make processing short or longer. If mainly done via AI then you get faster processing if requires manual processing takes longer.Same here. I also applied on 21st feb with upfront medical but nothing has come up till now.
