My friend recently received an Invitation to Apply (ITA) under the Express Entry system, where the draw cutoff was 521. At that time, his CELPIP score was under re-evaluation, and was expecting an increase. However, after applying for revaluation, he also reattempted the CELPIP test and achieved expected score, which has now raised CRS to 522. Given this situation would like to confirm whether he can proceed with current ITA using latest CELPIP results would there be any problem? I appreciate any guidance

You can submit application with latest CELPIP results because:
1) Your new CRS score is still higher than the draw cutoff.
2) Your new CELPIP score is better than old one

As long as the updated CRS score does not fall below the EE draw cut-off, you are good to go.
