I am not sure what IRCC doing with these applications. My application was submitted on August 16th 2023. Over a year and nothing so far. Seems IRCC just introduced this stream to look good with other countries in terms of Human Rights, such as Australia and UK. Your PR is approved within six months under PNP stream.

Hi, I submitted mine in October of 2023 and no reply yet except for pre-arrival asking to extend work permit. They say they have everything they need and it has been "processing" for months now.

Hey, We haven't heard back from them since Nov 2024 just received Approval in principle. I have contacted ircc they mentioned that they have everything and background check is completed. Not Sure what else they are waiting for and I think they pushed HK files in the backlog will only approved in 22 months as original H&C Timeline
There is likely a relatively low quota for the HK H&C program so IRCC will likely approve slowly throughout the year until they hit the quota and some may have to wait until 2026.
Last Saturday there was a Seminar with MP Tom Kmiec on Hong Kong Pathway delay and issues that many are facing.
Majority of the seminar content was in English.

Tom Kmiec had confirmed that Hong Kong Pathway is part of H&C and will fall in the quota for H&C in the current and coming years.
Most applicants will need to wait for years and expect to renewal their BOWP likely one more time.
He also encourage applicants to find out if they are eligible under other economic streams.
They will likely get their PR sooner if applied under other economic streams.
Many attendees are passed AIP and are waiting for portals/further processing of their PR and some are facing refusal of BOWP (been asked for LMIA) and refusal of their children's study permit as well.
Tom urged people not risk leaving Canada as well after applying under H&C.
It wasn't very clear when the pathway was presented.
I think many could have try other stream if they knew it's H&C and the last resort of applying to immigrate to Canada.
I guess for outsiders it may have been 100% clear but all these special WP or PR programs targeting countries with some sort of instability were clearly not pure economic immigration programs and not family sponsorship.
I applied under the HK scheme (stream A) in January 2024. Did my biometrics in April 2024, and that's it. Haven't received any response from them afterwards. Sent multiple webforms and all I hear back is, "your application is in process and there's nothing we need from your side and please wait patiently".
I wish I had known this earlier. Feels like a mistake now after so much time here.

I have heard MANY in the same situation. Many have reached AIP and are waiting.
It's under H&C. So with the lowered quota of H&C, it will take a long time for approval.
As Tom Kmiec suggested, if you qualify under other stream, that would be a better route to obtain PR.
Reach out to your local MP and Hong Kong Watch if you are facing any difficulty. (can't renew driver license for some)
