Is this LOE okay? Spouse has 4 PCCs in which one does not have any time period mentioned.

"In Pakistan, depending on how many places one has lived at and what places they have lived at, they can have multiple PCCs – my spouse has 4 PCCs because due to their employment in last ten years they have lived in four different cities. All his PCCs have timelines except the PCC of city of Peshawar because in case the subject has lived only at one location, their format does not mention any tenure. When we were making the this document,, the concerning police person told us that there was no need to mention time periods because the PCC mentioned “till to date” which meant that all full historical record was checked which would include the time period that they had physically spent at the given address."

op, this is just a suggestion. i've read lots of posts about writing letter of explanations, and they all advice that the letter should be short, and to the point. in your explanation, i think you can omit the background of why multiple pccs are required because ircc knows that (it's their own requirement for pakistan). simply mention the particular pcc in question, and explain the issue you want to bring to their attention.

i recently submitted my own ee application, and i also needed the dreaded pcc from peshawar. in my case, instead of 'till date' which i think is the better option, they formatted the end date as simply the year i left peshawar. no day or month, which required me to also submit an loe to explain whats up.
i guess ircc is used to loes about peshawar pccs now. such an incompetent organisation.
