First, call IRCC and explain that you have been waiting for your eCOPR for over 90 days. Ask if they can take any action or add a note to your file, and also request your Visa Officer (VO) to look into it.
One individual who had been waiting 95 days for their eCOPR called IRCC, and the agent placed them on hold for 10 minutes. Shortly after, they received their eCOPR via email within 5–10 minutes.
Regarding your BOWP, it is recommended to apply 2–3 days before your current work permit (WP) expires. If, even after calling IRCC, you do not receive your eCOPR by the evening, I strongly recommend applying for your BOWP immediately. Do not wait until tomorrow unless you are not currently working and do not plan to work until you receive your eCOPR.
