Not possible at this time. Not announced yet. Spring is March, April, and May. So one of those months.

Learn French if you don't know it already. Many have done this. Aim for CLB7 so that you can qualify for the French EE draws.

Yes, you can apply from within Canada provided you apply while your work permit is still valid. Make sure you familiarize yourself with the requirements to apply since there have been changes over the last number of months.
