Study permit expired for more than 3 months

My study permit was expired more than 3months and government told me to leave the country and apply again. If I apply again and i get rejected how long should i wait to apply again?

Please, can you provide an update regarding your status. My brother is currently in the same position. He has applied for TRV but it's now more than a year without reply.

We are considering if he should leave Canada and come back home
