That is true, I was ready to send out consent form for my MP to reach out to IRCC. Luckily the same day I got the eCOPR. I cannot find a definite pattern in issuance of eCOPR, never made any sense...I was thinking that 90days logic but that fails here.

you can try logging in https://prson-srpel.apps.cic.gc.ca/en/login as well and scroll at the bottom so if eCOPR Download button is enabled. Sometimes you get no emails but its already available as well. trust me I did this in loop until this morning.

Indeed, I think it was software glitch due to which it was held up last week. Am sure you will get soon, I can say it now since I have got it. I was not confident to say this earlier :).
