I got my first email on Nov 3rd, and the second email on Dec 1st. My VO is Montreal as well, so it might take 2 more weeks for you to receive the second email. What is your COPR expiry date btw?

Mine came from Montreal IRCC as well

Basically yes, they said I am in the queue for Portal 2 email and I need to wait for 2 more weeks. So the total wait time is 6 weeks.

I am still waiting for the P2, it has been 25 days now, I have called IRCC yesterday and they have updated my Status Tracker with "We received your enquiry". Not sure if that is gonna affect anything to be honest.

I saw some people mentioning that they have asked the IRCC support to add a note to the file multiple times and they have received the eCOPR. But yeah, you can always try or at least ask what number in the queue are you out of the total number. Hopefully you will get it soon! Still waiting on...
