not necessary to get any approval from ottawa, just you need to book an appointment with vfs global and then sending it to vfs.

but in your case you applied on 6th october and review started on 19th october, you must receive an update by friday or saturday if not please do an MP enquiry over your file, that could help you. I suggest you not to step out of canada without TRV or PPR.

yes you can get your passport stamped after your ppr. It is not compulsory to get it stamped while in Canada.

So. what i understand from your story is... you got ppr and you want to stam your passport while outside canada. The answer is yes if you apply from inside canada and got ppr you can still use that letter (PPR) in any other country for stamping but you need to have an address. Thats it.........

please not to withdraw the application that was applied from Canada, because if it get approved you can still get stamped India. did you apply for trv from India, if yes please share your timeline!
