i read in another comment on this forum somewhere that pr approval emails are manually triggered by case officers while fd is automated. so it could be just that, the visa office where your application is being processed may have a significant backlog. hopefully your rfv request is right around...

finally an update: march 26th: eligibility changed from 'not started' to 'in progress' on tracker. no update in gckey. biometrics still 'in progress' on tracker. background verification on tracker has been 'in progress' since the beginning. (aor january 6th)

yes. you can access it whenever till you submit the application. also as an fyi, if you're an anxious person with a bad memory, take screenshots of the forms before submitting the application because you wont be able to see what you had entered later on.
