Passport can be applied any where in the world, even if its your first. I am not sure about receiving certificate outside Canada.

My list looks very similar the only difference will be that along with first and last page copy I will also carry a copy of all visa issued pages on my Indian passport. I am applying in-person.

Not sure if this will be of any interest to the media given the number of applicants affected by this will be too low. But on the other hand the misery is real and it makes me feel anything we think of is worth a try.

I tried emailing the Ottawa office bunch of times and no response. Also emailed - sean.fraser@parl.gc.ca and no response either. This delay is beyond me.
