UPDATE-- Received pre-arrival today.

Today IRCC Mississauga office sent me a letter of $85 refund as I paid for biometrics and I think for protected person it is waived. I believe they just started opening files from Dec 2023.

This is not normal. Everybody is getting their AOR b/w 3-5 months maximum. But maybe in your case the file is not completed as per IRCC and they are reviewing something special. You should contact your local MP and get an update through them. Otherwise your file will be in the graveyard of IRCC...

Go to your community support office. They have agents who can assist in filling. Call them to book an appointment, you need to tell them what kind of assistance you need like filling an application with IRCC. IT'S FREE. IRCC pays these organization. I have done it Thanks
