In last Nov, Tracker told me: Background verification status has been updated to In progress. Now, 13 months passed, but nothing changed. GCMS note said security screening in progress by CBSA.

Go to tracker and check the top right corner, and there should be a message saying like "Updated: 2024/01/01". If you find nothing actually had changed, then it is a so-called ghost update.

Were you applying via PNP? My background started at the beginning of Nov 2023, similar as yours, but my AOR was Aug 2023, FSW Program.

You have 1.5 years working experience in Canada, so I think you can apply through EE CEC Program.
