Every city/region has a different mp and you have to be a resident. You must reach out to yours

I reached out to my MP, two days later they informed me they spoke to IRCC and that my card is in print. Still no update since july 11

Good call! I agree that getting ECA may help. Maybe even further down the road, they ask you for ECA as additional request. Better to have it.

I double-checked the documents and it actually says that as long a person is at phd candidacy stage, it may be eligible under this stream. I wish I read that sentence several years ago.
