How much time is given by Uof Windsor for paying the fees?

My University site says "Please note that in order to work off-campus, you must maintain full-time status prior to and subsequent to the scheduled breaks. Scheduled breaks can’t be more than 4 consecutive months or back to back scheduled breaks. Scheduled breaks shall not be more than 5 months...

This says that i must study for 16 months irrespective of scheduled break i take b/w them.i.e scheduled breaks are not include in that 16 months.please, correct me if i am wrong.

Then if i finish the course in 16 months,will i get 3 years work permit?

I am planning to attend MEng in fall 2019 and can i take a semester off during summer 2020 and then complete my degree in next 2 semesters.Will it affect my work permit in any way?
