    in my opinion it wont , since India does not fall under country where primary language of education is English. It is advisable to give CELPIP / IELTS the requirement for citizenship is very low band 4/5 in sections. But others may chime in.

    as per my knowledge all marriages needs to be registered with the Sub-Registrar's Office of the respective local municipal corporation. you can use your document from waqf board to get your marriage registered.
