    Yes we applied without Aadhar, only with Indian Birth Cert. They send our file to PSU, but got the approval two weeks ago

    Totally agreed, Aadhar is not proof of citizenship, its same as SIN or SSN. But when issuing Aadhar for a new born with an Indian Birth Certificate the legal status of the baby will be marked as citizen of India. Aadhar cant be issued without a legal status.     Are you sure on this point? Aadhar is similar to SIN, if Aadhar is issued based on an Indian birth cert then the baby is considered a Citizen of India on records. So this might tangle the process, especially when applying for OCI. We applied for citizenship only with the birth certificate
