I waited for over 2 months to receive it. Does anyone know how long it takes to receive the PR card? The website says it is processed within 12 days (on average), but I was not sure how long it might be reasonable to wait

Yes, that is why it can take a day or three months.

My sense is that they let you know when it is mailed (as far as what I heard from some people)

True, they told me to just wait. However, they also told me that the processing times do not apply for those who completed P1 and P2
