Solution (family with kids): Do it on paper :( I know, it will take more time (a lot compared to online), but the system just won't trigger the right form.

Your visas must be expired to request new ones and IRCC will ask you for the work permits (to upload them into the application), so technically, it won’t let you apply until you upload those documents.
